Was told today do not expect a bonus in February. Last year and this mid year I was rated an exceeds/exceeds.

A bonus is a gift. Never bank on it. Focus on your base pay and the best salary increase you can earn.
Most likely only high revenue generating divisions will get the same or slightly more bonuses this year. Everyone else will likely get a smaller or no bonus at all, especially in orgs/teams they wish to lay off.
My area was told we're getting the same or bigger bonuses, and no layoffs. All good news on our end. Sorry to hear about the other areas. Hoping for the best for everyone.
