You should file an incident or code rap report. It is certainly against policy to allow someone else to access your IDs. There are also legal implications for the company if they knowingly allow people to do work without compensation.
Sure, anybody at home "could" do it. They could also take one user/pass combo and share it among many individuals. It just feels like some groups of workers consider this to be a normal method of operation.
I would do the needful
If this can be proven, I suspect that would be a valid reason for dismissal given privacy and confidentiality rules.
Why refer to India team employee, anyone based at home could do this, I know a British based guy who claimed he did this. He is not exactly a good or trustworthy employee so I couldn't say I was surprised. I was more surprised the company we worked for at the time hadn't acted on his previous poor performance and sacked him.
