Failing to attract the best talent

BoA seems to be becoming less and less competitive when it comes to recruiting new talents? Different generations value different things and the reasons why capable young people are looking for other places are clear to me.
However, it is not clear to me whether BoA is doing anything to try to be more competitive in this regard?

Harass discriminate and mistreat unless you’re a person from India who is willing to work for about half to two thirds of what the market rate is. As long as they get their H1B sponsored.

Removes experienced workers and replaces w/ younger @ far reduced pay. Harass, discriminate, and mistreat until they quit = Brain drain. Incompetent management strategy.

They are trying to be competitive for entry level positions - the minimum wage policy if very good. For folks with more experience, or looking for a degreed job, they likely struggle - especially with the 100% in office stance.

What talent are we talking about here? BTW, in this business you don't get paid for ~talent~, it's skills and performance that count (well, and connections). Talent is good for your hobbies. Weak argument and that question mark after a statement makes it a mo.ronic interrogative sentence or a High Rise Terminal. We need some facts, competitive analysis, areas of concern, reasons for this trend, publications, ....etc. I mean something to get the discussion started not some $hit thrown against the wall and see what sticks.
