From the past ESAT, we were forced to follow up and say why you didn't get a position. This is painful for the overworked team and rather than have a real conversation, we're making stuff up so that it's a quicker conversation. Sorry. And yes, the company is on a downhill slide, this years ESAT should show that

Was declined a Band 4 position this week after giving my salary requirements 4 weeks ago, and the reason was the other candidate was in the same org structure. Thing is, I interviewed in the same org structure with my managers peer. So yeah...reason doesn't align to reality.
HR doesn't create the decline reason, the rationale is provided by the hiring manager. If you were truly in HR you would know that...
