The answer is simple. The people they hire to be ‘managers’ rarely if ever have any real management training. They are nothing more than ‘yes men’ who always manage up. Their main purpose is to avoid any negative attention or to have to deliver any negative news. They honestly serve no real purpose. My guesstimate is that you could get rid of half of them and the effect would be unnoticeable.
