It happens as a sequence

US goes first. WARN notices are a sign in some states.

Then other countries.

EU is often last. Germany, Spain, France all have workers councils.

It may start in March but it’ll phase for at least 3 months, if not longer.

This is the ‘planning’ period

Consider layoffs are part of the life at Oracle. layoffs happen every month/quarter/year.
