No one knows until it happens.
Managers know nothing about layoffs until they happen. They probably stack rank their direct reports, but that is it.
You expect the world of managers. In a world of multi year layoffs, they are just trying to keep their jobs. They are like all of us with mortgages, kids etc.

Endgame is everyone is protecting themselves, no time to worry abiut their direct reports.
Managers in danger of being demoted to IC's are taking work from THEIR IC's so they have a job after the original "owner" is cut.

I was in the same meeting and can confirm that we were all asleep and no one was paying attention. One guy was playing Minecraft.

maybe in china due to local laws and fear of being pushed from market access.
in past there were always big news on layoffs BEFORE they told it happened inside in some countries, e.g. when manager was asked WTF is this at first claimed its fake news, but when I said some ISG big shot just talked about it 2hours ago he was like uuu eee its only sales.
1 month later guy from my team/site "vanish" from slack etc..
TLDR. in past they went to news with numbers trying to bump the stock.

We just don't hear about some of them becauce it's one here, one there. Dell does that intentionally to avoid public notification.
Fake news. Dell layoffs are continuous now. Not targeted for specific months.
