Any managers can verify that this years bonus numbers are in shambles?

How do they get away with forcing partial meets when you're doing a good job and receiving positive feedback in reviews this is so subjective how do yiu fight this? I see the purpose is to justify lower payouts but the harder you work and more value you add they hurt you more, what is the logic?
I always enjoy a good Shamble, especially in the fall before the season ends.
Bonus pool was announced about week and half ago. Both merit and bonus pools are lower than the previous year. Ratings are already finalized. The current fear is any further cuts to these pools.
Global ops is a mess. Two levels above me keep taking money unannounced from my pool. Overnight they took about 35% away. In my world, if you’re flat be happy. Others are down some cases 50%. I’m so frustrated since I’m the one who has to deliver the message.

Bonuses have always been the favorite way to reward friends and penalize truthtellers.
This will NEVER change.
I see a number of people, confirming that they will be less than last year… Every year is less than the year before it….. therefore a few extract that over a few year., It becomes significantly less…want to bet Robin Gets more
Was allocated slightly less in bonus for my team and merit pool is way less than last year.

My team could cure cancer and I would still be force fed to give out a percentage of partial ane belows. Outrageous.
Always a mess.
I wouldn’t call it in “shambles”, but for my team, most will get less while those with exceeds ratings will do quite well YOY. Both merit and incentive are always a bit disappointing and it’s a tough exercise for managers to allocate amongst the team.
We don't know the bonus pool yet, however, the ratings are all screwed up(more than 5% partial mets) which will impact many people's numbers.
