They stay by continually targeting others and keeping any attention far away from themselves. No one messes with them usually out of fear of being the next target or by having the assumption that they must be okay as in "people in glass houses shouldn't throw stones". These are the people that should really be targeted but will never be targeted as they are seen as tough and effective. Actual productivity is not and never will be important when how things look is the main criteria.

I think someone else already said it. However, be best drinking buddies with your boss and you will avoid being laid off.
Just another house of cards ready to fold. They cover each other so much with the buddy system. And its like Fight Club.... no one talks about it. If you do try to speak up, you will be bullied and targeted until you can't do your job.
I agree with your assement. Wasn’t friends on FB and not friends outside of work. 18 years of service and was laid off. If you want to keep your job but your nose up your boss’s butt.
Just be FB and drinking buddies with your boss. That seems to be the golden key in avoiding the layoffs. And cover for each other skipping out of work for things like 'volunteering'
