What's the situation with those who were laid off and are receiving severance and unemployment? Can they still apply for it?

Also able to do this in NJ. Unemployment screener may push you on this point, but call this "Supplemental Unemployment Benefit" ... NOT "severance" or "separation pay". (While it lasts before Monique cuts it off...)
Previous poster is correct. I was laid off in September and have collected unemployment simultaneously since SUB payments are not considered severance or dismissal pay in NYS. They will provide a letter stating the same in your package.
The laws vary by state but I was able to in NY. Call the HR number and they will help you with determining date of separation and how to answer questions.
Your “severance” is actually called “Supplemental Unemployment Benefit” so you can file without issue.
