Is this correct? Shouldn't there be a hiring freeze while doing the layoffs? I saw a post in LinkedIn which said that while people are getting laid off some other areas of the company are actively hiring people.

Otherwise, the company can be sued for discrimination, right? But in SJC, it almost 90% engineers are from one country in a lot of engineering groups.
