Who was the focus this time, age, performance or salary?

My IPF was 1.18 and that exactly cancels out the CPF of 0.85 (0.85*1.18 = 1.003). So I just wonder if my manager just wants to offset the bad CPF or if he really thinks I've exceeded his expectations by 18%. What were your IPFs?
