Are we required to disclose to our manager if i do food deliveries on weekends and non office hours? This economy got me in a tight situation.

Agree - just do it. If you get caught (unlikely), just beg forgiveness later.
If they found out, for a non-conflict infraction of this nature, you'd like just be sent a Letter of Education from HR reminding you of the policy.
Is your manager a jerk? any downside to just letting them know if it's not compromising your work here?
Just do it without reporting. I deliver food on the weekends and a evening making another $13k on top.
Just need to disclose in AIM.
