How many CEOs are there at BNY? In a couple business lines I count nested CEOs multiple levels deep. Is this a resume padder or what is the business justification for this? Seems like an excuse to overpay for talent.

Simple... you have to have more CEOs than CIOs or CEOs would appear to be unneeded.
