Focus is on non-US locations, no doubt, because of US pandemic money restrictions.

Bnym Tacoma office to be hit hard in January. MGMT at this location are totally ridiculous. I'm sure the rest of us will be gone next year sometime.

I bet if you express concerns about returning to the office and want to continue working full time, you will be put on "the list" for 2021. Wouldn't put it past this slimy company.

Time is the most powerful thing, before BNY humiliated employees and laid off, whoever left are living on the edge each day. Now, BNY might have to give bonus or give raise to keep specially the core developer like JAVA. Ops are still at risk as Dev can do everything that Ops does.
BNY may be already reaching out those smart employees who got laid of because of problem with dumb managers.
BUT smart ones are making far more than BNY what BNY manager are? so be nice, what goes around comes around

As L1 and H1 being paused and higher possibility of extension, BNY may have to hire new expertise instead of layoff. But not sure who wants work here. Probably frashers but who is going to train? Very interesting situation may come up for BNY as it's reputation is totally ruined.
