Was told by a co-worker, leaders in GTS, have rejected all GTS functional title promotions.

Corporate Title promotions are given based on popularity. They really don't matter since they are handed out this way.
Many promotions in GTO.
The only promotions that we ever see are those people who come over from Goldman Sachs. They usually get a promotion within 10 to 12 months after coming over at an already high level.
Hilarious someone would suggest speaking to your manager, they don’t care and likely have no power to do anything anyway
i heard the same thing. more deployment of technology and less investment in people
You should speak with your manager if you have any concerns. Your coworker may not have all the pertinent information.
Promotions? Here? Pretty much never in my dept, just hire a contractor that knows less
