I really don't know how to tell a manager that something is not my responsibility without being rude. I don’t know why, but he suddenly expects a bunch of things from me that aren’t my responsibility at all and he sure knows it well. Is this happening to anyone else?

Are you the one of few females on your team? Are you automatically volunteered to spearhead things like birthday reminders, holiday parties and baby showers?
If you do everything well, they'll just keep piling it on. Just ignore them and they'll buzz over to someone else (or just forget).
tell them you need help managing your workload and what needs to be prioritized. put the ball back in their court. then do a really sh---y job with whatever they want you to do. they'll find some other rube to do the extra work next time.

"I'm already at capacity"
I’ve seen others use the phrase, “I’m working on it.” That is the go-to language these days for people who aren’t actually “working on it.” Eventually, your boss will probably give up and go to someone else.
