You need way more than just the fact your manager is an uncommunicative bo-b. You need proof like I did that they actually ignored and violated a corporate directive or edict. Once you have that proof that they failed to do something vital or violated it, then there are two places in people solutions center that you can’t miss finding to create a request to report. Do not feel squeemish or apprehensive either… that’s what they want you to do. If the person didnt follow a rule, then you must report them. Good luck.

@j6 I wonder where did you report your manager? looks like myhr has been updated.. I want to do same.. I run things like clockwork for my boss and in such a way that everything is always taken care of and she doesn't have to pay much attention. But in my review looks like it's not enough now. As with you, not much communication throughout the year.

The layoffs have begun in Pittsburgh (2-18).
It’s like clock work. I love getting them all riled up. I actually enjoy calling them out. At work they all pretend they can work among other people. But deep down inside they are miserable. Instead of improving on themselves they like to blame their miserable lives to others.
