I wonder if that 96 percent includes everyone that was required to complete the training or get in trouble even though even checking the final block was illusive as the training itself... most totally missed it and group-think got it across the finish line in the last remaining days of reporting.
it was also considered mandatory training, so it's not like anyone had a choice but 'adopt' it anyway.
I guess just logging on and clearing security on the network means you are using it.
