I want to tell my manager I'll volunteer for the next round, but I'm worried they'll just stall me instead.

How fragmented is US culture and society right now? The quality and effort of employee is at it's weakest.
Other than being easily manipulated by terrible politics figures, how does that society move forward?
Why would they resign? After X amount of years and all the changes made why should they resign? If anything use this time to keep applying looking for work and if you are laid off then at the very least you have Unemployment to help ( cause unemployment is definitely not gonna be much but better than 0 if you quit) Only quit if you have the financial freedom to do so or if you have a better job lined up. Cost of living every where is ridiculous.

There's a resignation button in workday, use it if you want to and stop pretending to be a martyr
