Promotion is just a small favor.
Lot of money exchanges may happen in cash or offshore or Gift Cards or another family/friend banks or vacations etc.. Promoting H1, OPT, H4, Greencard is just a small favor.
The sales team of the prime vendors like TCS, Wipro etc .. have more control in Citi than any MDs or Directors.
