We have people carrying the team while others do almost nothing. Why don't the layoffs ever target the right people?

They don’t put people on the list based on what they do, the value they bring and if they’re doing a good job. No.
They decide based on data. How much you make, what org you work, years of service and your age. We’re all just data on a spreadsheet.
Cisco has too many people who make mistakes measured in the tens of millions of dollars and rewards them with promotions. No other company I ever worked for could survive the kind of failure that occurs at Cisco.
The sad thing is people aren't even aware of it: "we increased the team size by 2X and spent two additional years completing the one month performance improvement project so we only overran the budget by 48X and the code we improved is now more than 10X slower. It was harder than anyone could have predicted but we got it done!"

When they are done with getting rid of the people who execute. After that, our delusional leadership will find out, "oh the real issue was directors, sr directors, vp" etc and cut that weight.
Just look at the amount of useless posts on linkedin … the ones that post the most are the ones that do the less
because "talent" is too subjective, FLMs have too much power in your success. i've seen peers become valuable by running reports and other activities that are responsibility of FLM and dont execute on performing tasks like rest of the team.
