It starts with a set of metrics provided by Exec level that results in the targeted Business Units which then translates into targeted roles. That is then handed over to HR who determines based on salary, time with IBM, and lastly performance.
Who typically is in charge of identifying who makes the RA list? FLM, 2nd Line or VP/Exec level? Do they identify job roles to cut? Is there any attention to salary - not all headcount is equal… or have they thought of flattening the organization to remove 10 layers of mgmt.
Our HR partner listened to feedback. They were going to lay off people not near the hub offices. The argument that if they lay off US folks not coming back to the office, with a hiring freeze, there still won’t be anyone going into the office.

My personal friend is in HR and told me those who resisted have been moved to the top of RA list so they don't have to deal with them again next time
