I know there have been hiring freezes in many units in the past year or so, but are any of them still active? I know of at least two BUs that have been hiring lately and they had a hiring freeze in force before. Does this mean hiring has continued as usual throughout the entire company?

Maybe they'll open up more supplemental pseudo contract jobs so I can have my severance and work some part time too.
Brazil and India and are hiring because US jobs and projects are being moved there (such as AIX - which has had nearly all of it's India new positions open since the project move occurred)
QA in Systems for example - ~90% of positions moved overseas with the US staff re-deployed (now RA'd)
is the North America CICs hiring , maybe I can transfer to the CICs to save my job since they aren't impacted by pips and layoffs
It also depends on the region. Brazil and India are hiring, US not.
It depends on which business operation you are stationed in. If your operation is making their revenue targets (green dollars not CC), then yes they are allowed to hire. If your operation has come up short vs their revenue targets then no they are not allowed to hire. In fact yesterday IBM NA took actions to trim the Power teams as Power came up very short on their revenue targets for 1st Q
