I’m at my wits end with dealing with staff who cannot answer a single question about the job they’ve been doing for years. And yet HR didn’t allow these people to be let go . Zero asset to the team in every level

Sounds like the person that keeps bashing the University of Phoenix is your team lead. You probably have to show him how to turn on his computer each day and keep away from his stapler.
@2vfq, Shart trimmed my manager 2 months before we were scheduled to migrate our applications to GF. Problem is he actually did as much work as anyone else on the team PLUS did personnel stuff, PLUS did long term planning. He landed on his feet at a much better company.

If you have no idea what your team does then it is you who are the problem. No curiosity to job shadow them and learn? How long has this been going on? This means that your sole function is cascading e-mails down the chain as you’re not supervising or managing.
Scharf really had it right when he tried to trim spans and layers. There are 6 to 8 layers of middle management who serve no purpose. More than a few M.D.s serve no purpose as well.

It's because managers don't have any real real power so they can't fire people. Their job is to take the resources they're given and try to manage them.

As a former manager I was always amazed at this as well. It’s almost as if some prefer to be lumps. The day must be really long.
