Who picks your name as the one to be laid off - is it your immediate manager?

It's not your name as much as it is your location that determines if you're on the hit list.
@9vbw, we've already fired some very, very talented employees.

If you aren’t a difficult person to work with or manage and you are not a BE or on a PIP you are probably safe until late 2024. The number is so high across the board next year that we will have no choice but let solid, in good standing people go.

Who falls into a protected class?

In my area, the directors are told to give a list of names. When we had a 5% RIF, we were asked to give 10% for alternatives. Most directors already know who's good and who's not in their group. Some of them reach out to their directs for suggestions (people that are low performers, people that want to retire, etc). The director gives the names to the MD. Some MD's will get the directors together and go through the list of names and have them force rank the total list. Other MD's will pick the names themselves. This list goes to the CIO, who just rubber stamps them, or if an MD is going, maybe replace one, but more likely the MD just gets added. Then the list goes to HR and Legal and they review to make sure not too many of a protected class. I've been asked to provide additional information on certain names, always for protected classes only. This process starts ~ 2-3 months prior to the date.
In terms of ratings and names, there are some managers that will stand up and not give a rating, I've known some say give me the BE if you need to have a name. I've also known some of those people to be laid off because of it.
Bottom line the MD has final say on what list gets submitted.
Hopefully this time we will include Directors and MDs. We've already cut too many people to continue operations.

It’s usually your managers manager. I didn’t pick the people they’re letting go. I was only told in a meeting who they were. You all are ranked against each other. The lowest rank person(s) is usually let go unless they know someone high up in the company so they are covered. It’s favoritism really. If you cause issues for them like any HR issue, gain/loss or client issues , don’t follow the rules you’ll be on that list.
