Is HR protecting certain people?

I work in a global team of about 20. Our director is not very well liked and she definitely plays favorites. The US manager left in late 2022 and then most of his team jumped ship as well mainly because this new director was making everything horrible. Another manager on the team started getting abysmal performance reviews and was effectively the punching bag. He got an offer for an internal transfer but was blocked by this director and HR. You would think if your presence caused so many people to leave, you might be part of the problem yet this director seems pretty stable here. Many other colleagues don’t like her either. Seriously, what gives!?
