Managers are actually threatened by employee development lest the employees outshine them and take their spot!
Yes, they talk a lot about employee development but managers could care less about your career aspirations. And learning and development is a bunch of articles and videos. There's a better chance of getting a promotion or pay raise as an outside candidate than from applying within,
