When do they tell those that receive a promotion due to talent planning about it?

Decisions are usually made/submitted in September, announcements in November
Anyone actually know the date? Or ballpark date?
Talent planning is a way to send you out the door. It is part of the gaming. Have you not been reading. They are fattening your head up for the next job cuts coming. Come back and tell us how well they ran you over.
