Does BOFA blacklists employees once they have been laid off? For example, I was laid off for lack of work in my center, am I legible to apply for a job at Bank of America in the future. Also, would it be possible to apply for the same job if it reopens. I really like my job but I think I may be let go - so I am planning and it'd not be cool if that BOFA blacklisting practice was existing...

Any Human resources who performs a background check and cares if you are ineligible to be rehired at both of these banks are seriously mentally-ill based on how they treat there employees. You should also track the HR persons background and report it over the internet since they will eventually be fired from the bank.
I was injured during work and was out due to such injury for 6 months. During that time, I was in communication with HR regarding relocation to a branch closer to my home as the commute into Manhattan is what caused my injury overtime. Prior to the injury, I notified my manager & HR that I was experiencing physical issues that were making my commute more difficult day by day.
When I resigned, 6 months after my injury to take on another opportunity closer to me, I thought all was fine. In February of 2019, I applied for a position within BofA, located near my home. After all went well with my phone interview, I was notified that I was ineligible for rehire. I submitted an investigation and discovered that I was ineligible due to disciplinary actions, which isn't true at all.
I am now waiting for a copy of my official records for review. Does anyone know anyone I can contact to remove the ineligibility, based on incorrect/false information?

it is a form of blacklisting -get “cease and desist” letter to the former employer. This letter prohibits the former employer from releasing any information other than your job title and dates of employment.
For the same effort you could get a far better job elsewhere with a much more favorable environment, so why bother? This WAS a great place to work.

Not eligible for rehire can simply mean you had disregarded the employee handbook. Simple as a dress code issue. In the first 30 minutes each day at work you have broken the employee handbook but you never really thought about it.
I guess the real question is why you would want to go back to such a toxic environment. There is life after BofA and it can be as good or better. Go through the stages of grief and move on. They're not looking for ways to bring you back so move on to bigger and better things!
If you were dismissed it's not likely you will be rehired, if laid off or left on your own then your file will likely have "eligible for rehire " you will not be rehire to your old position but can work your way back in 2 yrs
I was told I could come back as a rehire, but not in my department because I had 2 does not meet. I guess I s---ed at what I was doing during the 3rd quarter. I had always had at least meets or meets exceeds. Had been at the bank for 20 years.
I have had similar experience to @KfT41PN-1fmh. Being laid off does not = ineligible.
Plenty of laid off people come back. It's very common. Unfortunately they sometimes come back as a lower band or as a contractor but sometimes equally to what they were. Good luck!
In my experience you only get coded as ineligible for rehire if you are terminated for cause. I dont know about being able to apply for your old position
