If you look at the /careers site -- NEW jobs are being posted daily (including today) for the very same Job Codes that were severed. Why on earth do they not just say "Hey, you're more expensive to keep so you're on the list to be severed OR you can fill this role at this salary?"

It's the management structure that too hierarchical and costs too much! That's where all the unproductive fat is - a huge expense compared to the mere pitance that the lowly employees cost who do all the work.
There is a manager for everything and everyone and most people have at least 2 managers if not more - 1 indirect and a few others that poke their noses in to control stuff and mess things up!
The fact that other banks have a lower cost is that their management structure is probably leaner and more competent.

Agreed. I was told directly that at some point all positions will be located in a core city. If you do not work in one than expect at some point you will not be working at BofA.
I'm betting the new positions are in hub locations and the people who were in them were mywork.
Was that a rhetorical question? It has been going on for years. The answer is because they can get away with it and people won't do anything for fear of losing their severance. The line about "your position has been eliminated" is just that, a convenient HR line which means nothing just as the people who work for that company mean nothing. You are nothing more that a body filling a spot until someone comes along who will do it cheaper.
Those jobs are cheaper jobs for Indians, to lower costs and boost the old Obama era diversity numbers! Your manager will probably block any applications you make that begin to progress to the next level and then use you as his best choice as one of his next on the list for layoffs to make his quota ...
They are for Indians.
