Why would paying more manager bonuses make sense?

Both of these pad the pockets of the business. I see no difference in the two. Both are dishonest and negatively affect the client/employee. People should take note of this

Who decides specific candidate to layoff in a team? . Is it your direct manager/director or above?. Hard and honest work is not valued at WF. Most of the middle management needs to go, they are good for nothing. They are pure trash.
