You need to change roles to compete but you are ranked so low you cannot be placed in a competitive role.
Great role comes up in your discipline but given to the VP’s planner that is not qualified for the role and a Contractor hired to do the real work while the incompetent Planner does PowerPoint and gets credit for successful job.

Your role is not competitive in the rank group. You need to change roles to compete.
