Full day (8 hours) for 4 days. Why isn’t this happening across the board? Only for corp risk ?

If a coworker talks to us for 30 mins in the hall and we can’t touch our computer does that mean we have to stay an extra 30 mins in the office?

I am in corp risk and my manager told me I am on the list of those not maintaining 8 hours in the office. We are warned to maintain 8 hours otherwise it might be used in performance review. This is becoming scary.
